Joan Miller has been the Film Commissioner for Vancouver Island North Regional Film Commission (INfilm) for the past 18 years. In that capacity, Joan has worked tirelessly to introduce and grow the film sector as an economic and employment generator for the region of North Central Vancouver Island.
Joan’s participation on local, provincial and international boards has allowed her to develop key relationships that bring many benefits to the communities she serves. In 2009, she was elected to serve on the Board of the Association of Film Commissioners International (AFCI). For eight years, Joan was the First Vice President of AFCI where she oversaw the professional development portfolio and chaired eight consecutive International Cineposium Conferences in numerous cities including Glasgow, Paris, and Los Angeles. Joan is currently the President of the Regional Film Commissioner Association of British Columbia.
Strong relationships with the clients and the communities they serve is key to the success for any film commissioner. Joan has spent the past 23 years honing her profession and developing the trust that opens those doors. For the past two years, INfilm has been championing rural film training with a goal of building a qualified local crew base. In 2017, the Province of B.C. approved a pilot training project with North Island College. That project wrapped in early February 2018 with 132 students completing the training. Those people are now entering the film industry workforce.
Proof of success can be seen in the growth of the industry throughout the region from popular television series like A&E’s, ‘Alone’ and Hallmark’s, ‘Chesapeake Shores’ to large studio productions such as, ‘Sonic The Hedgehog,’ ‘Disneys Descendants 3,‘ Apple Studios tv series ‘See,’ ‘War For The Planet Of The Apes,’ ‘Twilight,’ ‘Superman Man of Steel,’ and ‘Godzilla.’ Infrastructure in the form of purpose built film stages like the new Vancouver Island Film Studios in Parksville and the growth of the digital media Virtual Reality and Game companies growing in pockets throughout the region are all new economic and job creation opportunities.
